ບົດຖະແຫຼງການຮ່ວມໂດຍຄູ່ຮ່ວມພັດທະນາທີມເອີຣົບໃນ ສປປ ລາວ ທີ່ກອງປະຊຸມໂຕະມົນລະດັບສູງໃນວັນທີ 17 ພະຈິກ 2021

ຍຸດທະສາດທີມເອີຣົບໃໝ່ ໃນ ສປປ ລາວ 2021-2025…

1. ຄູ່ຮ່ວມພັດທະນາທີມເອີຣົບໃນ ສປປ ລາວ(ສະຫະພາບເອີຣົບ, ປະເທດຝຣັ່ງ, ເຢຍລະມັນ, ຮັງກາຣີ, ລຸກຊຳບວກ, ແລະ ສະວິດເຊີລັງ) ໄດ້ຍົກສູງການຮ່ວມມືກັບ ສປປ ລາວ ແລະ ມີຄວາມມຸ່ງຫວັງທີ່ຈະຍົກລະດັບແໜ້ນແຟ້ນຄວາມສຳພັນທາງເສດຖະ​ກິດ ແລະ ການເມືອງການປົກຄອງ ພາຍໃຕ້ແຜນພັດທະນາແບບຍືນຍົງທີ່ສອດຄ່ອງກັນ. ໃນເດືອນທັນວາ ປີ 2020ທີ່ຜ່ານມາ, ສະຫະພາບເອີຣົບຍົກລະດັບສາຍສຳພັນທີ່ສືບຕໍ່ຍາວນານກັບ ອາຊ້ຽນ ດ້ວຍການຫັນເປັນຄູ່ຮ່ວມມືທາງຍຸດທະສາດ. ໃນເດືອນກັນຍາ ປີ 2020 ທີ່ຜ່ານມາ, ສະຫະພາບເອີຣົບໄດ້ເປີດເຜີຍ ຍຸດທະສາດໃນການຮ່ວມມື ອິນໂດ-ປາຊີຟິກ ອັນ  ໃໝ່. ສິ່ງນີ້ໄດ້ສະແດງໃຫ້ເຫັັນຄວາມສຳຄັນຂອງທີມເອີຣົບ ຕໍ່ກັບພາກພື້ນທີ່ແຕກຕ່າງຫຼາກຫຼາຍແຫ່ງນີ້.
2. ໃນກອບກຳນົດຂອງຂອບເຂດນະໂຍບາຍທາງພາກພື້ນອັນໃໝ່ນີ້ ພ້ອມທັງຄຽງຄູ່ຂະໜານໄປກັບກຳນົດການຂອງ ແຜນພັດທະນາເສດຖະກິດ-ສັງຄົມແຫ່ງຊາດຄັ້ງທີ 9, ຄູ່ຮ່ວມພັດທະນາເອີຣົບໃນ ສປປ ລາວ ໄດ້ບັນຍັດຮ່ວມ ຍຸດທະສາດທີມເອີຣົບ ໃນ ສປປ ລາວ ປີ 2021-2025. ໂດຍອີງຕາມການດຳເນີນໂຄງການຮ່ວມກັນ ແລະ ການບັນຍັດໂຄງການຮ່ວມທຶນຕ່າງໆ, ຄູ່ຮ່ວມພັດທະນາເອີຣົບໄດ້ຊອກຫາທຸກວິທີການເພື່ອປັບປຸງຄວາມຕໍ່ເນື່ອງ ແລະ ປະສິດທິຜົນຂອງການຮ່ວມມືໃນການພັດທະນາຂອງພວກເຂົາ ທີ່ສອດຄ່ອງກັບຫຼັກການຂອງ ຖະແຫຼງການວຽງຈັນ ວ່າດ້ວຍປະສິດທິຜົນຂອງການຊ່ວຍເຫຼືອ.

Joint Statement by Team Europe Partners in Lao PDR at the High-Level Round Table Meeting on 17 November 2021

A new Team Europe Strategy in Lao PDR 2021-2025…

1. Team Europe Partners present in Lao PDR(the European Union, France, Germany, Hungary, Luxembourg and Switzerland) value their partnership with Lao PDR and want to take it to a next level of intensified economic and political relations, in the context of the common SDG agenda for sustainable development. In December 2020, the EU elevated its longstanding relationship with ASEAN by becoming strategic partners. In September 2021, the EU unveiled its new Strategy for cooperation in the Indo-Pacific. This shows the importance that Team Europe attaches to this very dynamic region.
2. In the framework of this new regional policy framework, and in parallel to the formulation of the 9^thNational Socio-Economic Development Plan (NSEDP), European Partners in Lao PDR have formulated together the Team Europe Strategy in Lao PDR for 2021-2025. By programming together and formulating co-financed projects, European Partners seek to improve the coherence and effectiveness of their development cooperation in line with the principles of the Vientiane Declaration on Aid Effectiveness.
3. The Team Europe strategy is fully aligned with the goals and outcomes of the NSEDP, and will focus particularly on 1) fostering a green and inclusive economy; 2) strengthening human capital and; 3) promoting good governance. Team Europe Partners are allocating an indicative estimated total amount of 550 million EUR(about 6.6 trillion Kips) to this strategy in support of the 9^thNSEDP.

… in the framework of Lao PDR’s Green Growth, 9^th NSEDP, COVID-19 recovery, and LDC Graduation

4. As part of this Strategy, Team Europe Partners want to flag their commitment to support the Lao PDR Green Growth Strategyand the SDGs related to sustainable consumption and production, climate change, environment, forestry and biodiversity. We propose to work with Lao PDR on increasing trade and investment in green sectors such as sustainable agriculture, forestry and eco-tourism. We will support the efforts of the Government, civil society and communities to fight climate change, to protect the environment and Lao PDR’s unique biodiversity, and to build resilience to disasters. We will help capacitating human resources in Lao PDR in relation to the green transition and to work in green jobs.
5. Team Europe really appreciates that the final draft of the 9^thNSEDP has integrated the majority of the comments that were provided in various consultation meetings and exchanges in the last 2 years. We particularly value the emphasis on sustainable, green, inclusive and quality growth, on promoting responsible investment, on highlighting the needs and contribution of the Youth and women, and on acknowledging the important role played by civil society organisations to support socio-economic development in Lao PDR, especially among marginalised populations and in remote areas.
6. Team Europe congratulates the Lao PDR for meeting the 3 criteria for LDC graduation. This reflects a considerable improvement in the social and economic development in Lao PDR in the last decades, although the NSEDP recognises the needs to share more equitably the benefits of economic growth.
7. We also acknowledge the ongoing work to revise the growth, financing and costing scenario of the 9^thNSEDP. The NSEDP has indeed started in a very challenging context, and it is a very harsh task to plan in this ever-changing situation with a much lower growth than forecasted. The Government is facing its most difficult macroeconomic and fiscal challenges in many decades, due to the high public debt and the COVID-19 pandemic and high public debt. The pandemic has had a dire impact on businesses and people’s life.
8. Team Europe has been doing its share by contributing close to 3 billion Euros to the COVAX initiativeand by financing heavily the Lao Government’s efforts to respond to the crisis. In Lao PDR we supported, amongst others, the surveillance and testing capacities, the procurement of protective, medical and laboratory equipment, the provision of food and other services to quarantine centres and isolation facilities, the development of hygiene promotion and vaccination campaigns, and digital solutions for continued leaning. We are hereby confirming Team Europe’s commitment to support Lao PDR’s COVID-19 Recovery Plan and we are all hoping to see soon the light at the end of the tunnel, so that Lao PDR’s businesses and people can thrive again.

A strong partnership focusing on green and inclusive growth, human capital and good governance

9. European Partners would like to highlight the following points with regard to the 3 priority areas of our Team Europe Strategy in Lao PDR:

First, with regard to green and inclusive growth, Team Europe will do its outmost to support the Government’s objectives tobalance green objectives and reaching net zero emissions versus industrial development, as well as to promote investments that take care of their employees, of the environment, and of the communities. In this regard, we already expressed our concerns to see Lao PDR engaging in new coal power plants, when this very polluting energy source is being gradually phased out in the world. European investors are ready to engage in alternative renewable and sustainable energy sources, like solar energy in Lao PDR.

Given the Government’s current financial constraints, the implementation of the NSEDP and covid-19 recovery frameworks will need to rely on massive private investments. We therefore take this opportunity to continue to encourage the Government to walk the talk to implement concrete business facilitation reforms and eliminate obstacles to private investment. Team Europe is ready to encourage more European Investors to come to Lao PDR and to increase our trade with Lao PDR, but this requires a faster pace of business environment reforms.

1. Second, with regard to Human Capital, the COVID-19 has shown the importance of investing more in the health sectorto build resilience and protect the economy. The Government also needs to invest more in nutrition interventions rather than leaving it to the Development Partners, as the burden of malnutrition has a huge cost to the economy.

The COVID-19 pandemic has also impacted heavily the education sector, which is already receiving much less financing from the national budget than it should according to the budget law. This continuous under-funding of the education sector has regrettably resulted in very limited learning outcomes, as reflected in Lao student’s low performance in standard examinations. There are also important skills gaps that call for further investment in technical and vocation education and training (TVET). Team Europe would therefore like to make a plea to the Government and the National Assembly to review carefully the national budget allocation to education, and to consider in particular allocating more resources to recruit and train teachers as a matter of national priority.

If Lao PDR is to achieve the long-term ambitions outlined in the 9^th NSEDP, it indeed needs to invest heavily in human capital development, like other ASEAN countries have been doing to boost their socio-economic development. Investing in nutrition and education is an investment that pays off in the long term, ensuring that no one is left behind.

1. Third, with regard to good governance, Team Europe welcomes the inclusion in the NSEDP of a pillar dedicated to governance issues. We support the priority given to improving the quality of public services, which includes the implementation of the Sam Sang policy, and we recall the need to ensure that sufficient skills and financial resources are available to local authorities. Team Europe underlines the important role ofcivil societyin the delivery of services to disadvantaged population groups, and recalls the importance of a conducive framework and coordination between the State and civil society to achieve this objective. Team Europe would like to reiterate its commitment to support the Government in the promotion of the Rule of Law, through law implementation and law enforcement and ensure equitable access to justice for all Lao citizens. We also welcome the Lao government’s approval of 160 recommendations from the last Universal Periodic Review; we strongly encourage and stand ready to support the Government to implement effectively the agreed recommendations.
2. Finally, as general cross-cutting issues, Team Europe would like to stress, the importance of data collection and monitoring, and the importance of fully integrating the needs and contribution of the youth and womenin every single policy and programme under the 9^thNSEDP.
